SR690 Potential Implications of the Landing Obligation on onshore seafood supply chains in the UK.

The aim of the work is to analyse the impact of the landing obligation in a whole supply chain context, and from financial, legal, operational and market perspectives. This project will:- •Map the UK supply chain and identify existing and perceived issues for each sector. •Assess the impact of issues in respect of changes in policy •Discuss potential consequences for each sector; for example, changes in operational behaviour, policy issues, loss of supply or loss of market. •Identify gaps in information and suggest better use of existing information. The analyses will be mainly qualitative.

Under the revised Common Fisheries Policy a Landing Obligation (LO) is being introduced gradually, between 2015 and 2019 for all commercial fisheries (species under TACs, or under minimum sizes) in European waters. Seafish’s work on the LO is diverse and cuts across a number of work streams. We are providing valuable services to industry and government and our coordination role in communicating about ongoing projects is limiting duplication of work. This paper summarises our recent, current and future activities. These activities have been agreed by Seafish’s three Sector Panels and demonstrate a commitment to help industry meet the challenges of the LO. Key work areas for Seafish are: economic implications; gear selectivity; the Seafish Discard Action Group; briefings and guidance; outreach; a project to assess the impact of the LO on the UK supply chain; sectoral support; and marketing and communications.

Landing Obligation Economic Impact Assessment Final Report

The economic impact assessment has four primary goals: analyse the potential consequences of the landing obligation for the UK fleet – if there is no substantive change in fishing patterns; explore the potential value of different policy levers to the UK fleet; identify potential choke stocks and their associated choke points in different sea areas, and for different fleet segments; and communicate the areas of greatest challenge with regards to mitigating the impact of the landing obligation in the UK.

A case study review of the potential impact of proposed CFP discard reform. Poseidon report to Seafish UK, 2013

The reform of the Common Fisheries Policy (CFP) introduces a landing obligation to eliminate discarding. The objective of this research, was to determine the potential economic implications of this discards ban on selected case study UK fleets through establishing a) how would the landing obligation affect fleet economic performance, b) at fleet level, and given current discards, what would the quota requirements amount to, and c) identify any ‘choke’ species that could limit operations of the fleet. The report highlights two key aspects of the landings obligation: the restricting effect of so-called “choke” species, and a lack of clarity surrounding the permitted flexibilities contained within the legislation. The results confirm what we already thought: much work remains to be done in order to ensure that we have a fishing fleet which operates sustainably, profitably and in line with the recently agreed landings obligation.

Size-price dependency in the market for whitefish

Seafish analysed data on sales of cod and haddock at Peterhead auction between 2006 and 2015 to estimate how much fish size influenced price at auction. Further analysis was done to estimate how a lower average size of landed fish could impact fishing revenues. The study found strong evidence of size-dependent pricing for both species and estimated that if selectivity is not improved, fishermen operating whitefish vessels could earn £21,000 less in gross annual fishing income from cod and haddock landings, compared to pre-landing obligation fishing revenues. The study suggests that if selectivity is improved, fishermen could achieve a higher overall value for their landings than if they land the same proportion of small fish that they were catching before the landing obligation was implemented.

Seafish Bioeconomic Modelling: Methodology Report

The methodology report is intended to be a supplementary report to reports on findings from the Seafish bioeconomic model. The main purpose of the methodology report is to provide more detail on the operation of the three modules that together form the Seafish bioeconomic model and to provide more detail on the design and operation of the individual simulations developed for the model.

A key element of the reformed Common Fisheries Policy (CFP), effective 1 January 2014, is the progressive elimination of discards in EU fisheries through the introduction of the new landing obligation. To be introduced progressively from 1 January 2015. The landing obligation is effectively a ban on discarding fish overboard. This briefing note explains what is meant by the pelagic landing obligation, which came into effect on 1 January 2015, the legislative framework, and the issues it is raising for the seafood industry.

Seafish Bioeconomic Modelling: Analysis of Choke Points and Problem Stocks for UK Fleet under the Landing Obligation, 2017-2019

A bioeconomic model has been developed by Seafish to support high quality analysis of the UK fishing industry. The model provides Seafish with an impact assessment tool to analyse the potential impact of policy measures on the UK fishing fleet, with a particular focus on the potential effect of the landing obligation. The purpose of this report is to present findings from the model developed by Seafish. Several simulations are presented in the report to evaluate the impacts of new policy on UK demersal fleets.
