Wales Fishing Safety Project Officer (0.6 FTE)

We are looking for a Wales Fishing Safety Project Officer to join our Regional team here at Seafish. This role is based home-based and reports to our Head of International Trade and Regions.

1. Job Purpose

  • Manage the delivery and administration of Seafish's EMFF-funded 'Wales Fishing Safety Awareness Project', an industry-led, insight-driven program of communication and engagement activity to increase commercial fishermen's awareness of key health and safety issues and improve the safety culture of the Welsh fishing fleet.

2. Dimensions

  • Responsible for developing strong working relationships with the Welsh Fishing Safety Committee, local and National Fishermen's Associations in Wales and key organisations such as the Maritime & Coastguard Agency (MCA), Welsh Government, Royal National Lifeboat Institution (RNLI) and Fishermen's Mission.
  • Responsible for project administration, delivery and evaluation against project milestones.
  • Responsible for delivery and management of project outputs, including communication and engagement activity. Project budget available to spend will be approximately 25K per year. 
  • Responsible for ensuring compliance with EMFF and Seafish financial guidelines on EMFF grant / budget expenditure.
  • Responsible for compliance to internal Seafish staff reporting and administration, e.g. timesheets, expenses, project management etc.

3. Principal Accountabilities 

  • Develop and manage excellent working relationships with the Welsh Fishing Safety Committee, local and National Fishermen's Associations in Wales and other key organisations and project partners to facilitate effective administration, delivery and evaluation of project.
  • Manage and deliver the administration of Seafish's EMFF-funded 'Wales Commercial Fishing Safety Awareness Project'. 
  • Manage the delivery of Seafish's EMFF-funded 'Wales Commercial Fishing Safety Awareness Project' outputs. This will include; organising focus groups, managing the production of hard-copy resources, organising and co-ordinating the delivery of safety events, using social media platforms (Facebook, Twitter) to engage with the Welsh commercial fishing industry (this will involve planning and managing content against a social media calendar, setting social media KPIs and reporting on effectiveness), and working closely with the Seafish Marketing and Communications team to market and promote the project and its outputs.
  • Report on and evaluate the delivery and effectiveness of the Seafish's EMFF-funded 'Wales Commercial Fishing Safety Awareness Project'. This will include; production of a written quarterly progress reports and a final evaluation report that review project delivery and assessment of project impact based on quantitative and qualitative information collected over the lifetime of the project.

4. Planning and organising 

  • The job holder will plan and organise effective and timely delivery of project administration, delivery and evaluation, prioritising as necessary.
  • The job holder will plan and organise the development and delivery of project deliverables such as focus groups, safety events, hard-copy resources, social media activity, project marketing and promotion etc. 

5. Decision making and judgement

  • Use of judgement required in planning, organising and delivering project administration, delivery and evaluation. 
  • Use of judgement required in time management / prioritising tasks.
  • Guidance will be provided by project timescales and senior staff.

6. Essential working relationships 

Internal relationships

  • Regular communication and good working relationships with the Seafish Finance team will be required to ensure compliance with EMFF and Seafish financial guidelines on EMFF grant / budget expenditure and project administration throughout lifetime of project. 
  • Regular, close liaison with the Seafish Wales Regional Manager, Seafish Marketing and Communications team and Seafish Safety & Training team will be required to ensure effective development, delivery and evaluation of project outputs. 

External relationships

  • Regular, close communication and liaison with the Welsh Fishing Safety Committee, local and National Fishermen's Associations in Wales will be required to ensure project outputs are industry-driven and relevant.
  • Regular, close communication with external project partners RNLI and Fishermen's Mission, as well as key fishing ports and other key organisations (e.g. MCA, Welsh Government), will be required to ensure effective joint-delivery of project outputs and key messages. 
  • Regular communication with the Welsh commercial fishing industry and wider audiences will be required to disseminate and promote project outputs. This will be achieved via safety events, social media activity and PR and marketing activity with support and input from the Marketing and Communications team.
  • The role will also require regular communication with civil servants at Welsh Government Scheme Management Unit and Marine and Fisheries Division to ensure project compliance to EMFF processes and procedures and alignment with Marine and Fisheries Division objectives.

7. Knowledge, skills and experience 

Essential

  • At least one-to-two years' experience and substantial knowledge of the Welsh commercial fishing industry.
  • Experience of working with a range of stakeholders and / or a project partners.
  • Experience and knowledge of managing and administering public-funded projects.
  • Excellent planning, organisation and time management skills.
  • Excellent communication skills, including the ability to communicate effectively in person and in writing (email) with Seafish colleagues, Welsh Government, the Welsh fishing industry and project partners.
  • High standard use of MS Word and MS Excel for budget management and report writing.
  • Good report writing skills.
  • Ability to deliver agreed results and outputs and work unsupervised.

Desirable

  • Experience and knowledge of working with social media (e.g. Facebook, Twitter) to facilitate communication and engagement.
  • Experience and knowledge of industry health and safety.          

 

8. Special features

  • This job will involve travel around Wales and the UK.  Driving licence and own car essential.
  • Welsh language is desirable.
