Kingfisher GIS Project Manager

1. Job Purpose

  • Responsibility for managing and delivering a two year fixed term project to deliver innovative and usable GIS solutions, titled: "Marine Protected Area (MPA) Mapping for Fishermen: A consolidated, simplified & practical view of the UK's MPA network".

2. Dimensions

  • Responsibility for identifying trusted and appropriate spatial datasets for the location of current and proposed MPAs and associated zones around the UK, including: collecting, reviewing, quality checking and manipulating acquired spatial data.
  • Responsibility for production of a detailed workplan, management of external contractors and delivery of GIS and charting solutions for an innovative, professional, useable and effective MPA awareness service for all stakeholders (fishing, environmental and regulatory sectors).
  • Responsibility for liaising with high level MPA and fisheries stakeholders, assessing the key issues of MPAs and their impact on fishing activities.
  • Management of project budgets of ~£140k over two years.
  • Responsibility for assessing the future commercial opportunities to supply a fully funded Kingfisher MPA awareness service, producing the costed project proposal.

3. Accountabilities 

  • Liaise with MPA spatial data holders to assess and collect geographical and attribute information of existing, proposed and planned MPAs and relevant zones around the UK.
  • Utilise ESRI ArcGIS and other spatial conversion software to: A) review and quality check acquired spatial data and attribute information; B) format and convert to ensure usable, appropriate and updatable; and C) deliver a complete dataset for export to the UK fishing industry.
  • Liaise with high level UK MPA and fishing stakeholder contacts/organisations, gaining an in depth, technical and practical understanding of MPAs and their fundamental elements, essential for inclusion in the project.
  • Establish effective working relationships with EMFF staff at the Marine Management Organisation.
  • Project manage external contractors - with funding in place for ~£140k - to deliver project outputs, supplying an impactful, practical and innovative new Kingfisher service.
  • Work with colleagues and external contractors to gain a good understanding of fisheries management and Kingfisher's existing spatial data formats and software.
  • Develop a network of high level cross sector contacts and utilise this expertise in producing required documentation.
  • Work with the Kingfisher Manager and Seafish's Finance team to gain an understanding of service costs, practical solutions and future developments, to assist in producing required documentation.
  • Contribute to regular Kingfisher and Seafish team meetings, report on project progress, participate in other Kingfisher projects as appropriate and contribute to the strategic planning of the department, promoting 'Safety at Sea' for fishermen.

4. Planning and organising 

  • Meticulous and detailed preparation and project management, due to the technical data being acquired and the strict funding conditions in place.
  • Detailed planning up to two years in advance due to the fixed term nature of the role.
  • Comprehensive, prompt and impactful project updates and reporting supplied to the Kingfisher team, wider Seafish colleagues and EMFF grant organisation.
  • Effective and strategic organisation of multiple external stakeholders to ensure delivery of key milestones and project outputs.
  • Following direction from line management, plan own workload as necessary to meet project demands.
  • React to direct and complex requests from industry and Seafish colleagues. 

5. Decision making and judgement

  • Responsibility for the planning, management and delivery of the MPA project, with direction from line management.
  • Decision making and use of judgement are required in evaluating cross sector needs from the high profile fisheries and environmental industries, relating to marine protected areas.
  • Use of judgement and decision making in the management of technical spatial data and it's suitability for downstream supply.
  • The job holder will be required to develop innovative and bespoke approaches and solutions to problems and to branch out into unfamiliar territory.
  • Judgement and decision making to undertake detailed project management whilst planning phases of the project, especially liaison with industry contacts.
  • Use of judgement when advising members of industry of Kingfisher products and services and the wider issue of 'Safety at Sea'.

  • Primarily the Kingfisher team, although from time to time, wider Seafish colleagues

  • Marine Protected Area stakeholder organisations.
  • National and international fishing industry associations, representatives and members.
  • Project funding body (EMFF/Marine Management Organisation)
  • External contractors and consultants

7. Knowledge, skills and experience               

  • Educated to degree level, preferably in a geography, Geographic Information Systems (GIS) or marine based subject.
  • Extensive theoretical and practical experience of GIS and GIS software, preferably ESRI ArcGIS, with demonstrable skills of dealing with large and complex data and delivering innovative GIS solutions.
  • Demonstrable experience of working within the Marine Protected Area, or commercial fishing industry.
  • Demonstrable experience of liaising with high level contacts and managing and successfully delivering a high profile, multidimensional, cross industry project.
  • The ability to research, review and produce a detailed, technical and fully costed project proposal, assessing issues from multiple diverse industries.
  • The ability to communicate effectively in person and in writing with high level industry personnel at an advanced level.
  • Advanced computer literacy skills with working knowledge of how to use of common office software packages such as Microsoft Office for the purpose of presentations and report writing.
  • Working knowledge of fishing electronic chart plotter systems is advantageous. 
  • Requires advanced and well-developed time management and interpersonal skills in order to work to tight deadlines on an individual level and effectively contribute to the success of meeting deadlines for the purpose of team goals. 

8. Special features

  • This job will involve periodic travel around the UK and potentially overseas.
  • Possible antisocial hours may be necessary to carry out this position.
  • Driving licence required.
