Fish move across borders and seas, and fishing fleets have done the same for centuries. As the activities of each fishing fleet affect the opportunities of other fleets, EU countries manage their fisheries in collaboration, through the Common Fisheries Policy (CFP). This policy brings together a range of measures designed to achieve a thriving and sustainable European fishing industry. The CFP is currently under review.

The Commission started a review of the CFP in 2009 with the aim of making it more efficient in ensuring the economic viability of the European fleets, conserving fish stocks, integrating with the Maritime Policy and providing good quality food to consumers.

The current basic regulation stipulates that the Commission had to report to the European Parliament and Council on the operation of the CFP before the end of 2012.

In 2009, the Commission launched a wide-ranging public debate on the way EU fisheries are managed. Its Green Paper on the Reform of the CFP outlined the challenges facing Europe's fisheries. A public consultation followed which ended in December 2009 (consultation period was 21/04/09 - 31/12/09). A total of 382 contributions (plus a mass email of 1329 identical responses) were received during the consultation period.

On 13 July 2011 the Commission launched its first legislative package for the reform of the CFP.
