IEEP reviews IUU Regulation
19 December 2011
The Institute for European Environmental Policy (IEEP) has published an independent review of the practical implementation of the Illegal, Unreported and Unregulated (IUU) Fishing Regulation. The IEEP identified the various implementation challenges faced by the administrations of member states and third countries and recommended improvements to the system. The authors
- identified the susceptibility of the certification system to
fraud, and recommended increased use of new (DNA type) technologies
for validation and enforcement;
- criticised the over-reliance on regional fisheries
management organisations (RFMOs), which are 'slow, cumbersome, and
political';
- criticised the Commission's lack of transparency in its actions,
especially in not making publicly available its list of
non-cooperating third countries.
